<p>ECE Project Management Bulgaria (German developer) will be launching the construction of a 40-storey Europe Tower, according to the company manager Plamen Ilchev.</p>
<p>The building which will be 180m tall is to be erected in Sofia; it will be the highest in Bulgaria and is due for completion in 2010 although the project has not yet been assigned to a contractor.</p>
<p>The building will be part of a multi-complex named the Europe Park Sofia which will contain office, retail and residential space. The complex will be built over two phases and on land formerly owned by Balkancar Sredets.</p>
<p>The 500 million euro complex has ECE Projectmanagement Bulgaria as the lead investor, as well as Advance Properties, Balkancar Sredets and GTM Angel Balevski.</p>

			<content:encoded><![CDATA[<p>Russian holding Etalon-Len-Spets SMU (ELS), specialising primarily in residential construction, started its international expansion through a 30 million-dollar investment in a housing complex in Bulgaria, Property Xpress reported.</p>
<p>The holding’s first project beyond Russia envisages the development of a luxury condominium near the Black Sea resort of Zlatni Pyassutsi (Golden Sands).Finance will be secured through foreign non-Russian banks.</p>
<p>The gross actual area of the complex is projected to be 22 000 sq m. Apart from residential buildings, it will also embrace parking grounds and green areas. Construction is scheduled for completion by mid-2009 at the latest.</p>
<p>ELS’s executives reckon that investment in housing compounds along Bulgaria’s coast is currently among  the most lucrative of its kind. Currently, Russia takes a keen interest in these projects, they said, adding that they expected to sell the new apartments in a very short period.</p>
<p>Although house prices in the presented compound have not yet been precisely calculated, affluent Russians will hardly have difficulty affording them even if they go for several thousand euro a sq m, company representatives commented.</p>

			<content:encoded><![CDATA[<p>According to Cushman&#038;Wakefield property consultants the delivery of 55 000 sq m new office space to Sofia’s business property market this year, will not be enough to meet the existing demand. </p>
<p>The current lack of high quality space was one of the main features of the Bulgarian office market during 2007. Prime rental levels were unchanged as demand for high quality space remained high. Sofia is the main target for occupier interest, although a number of secondary cities have started to see an increase in an occupier activity.</p>
<p>Rental levels should rise in 2008 as the lack of grade A space will remain a concern for occupiers and the development pipeline is still low, the Cushman&#038;Wakefield report said. Supply is expected to catch up with demand in 2009, allowing rent rates to settle.</p>
<p>European rental performances in 2007 continued to follow the positive trend of the previous three years. With the leasing market noticeably stronger in many markets across Europe, rents grew by 11 per cent in 2007, a rise of four percentage points over the previous year. London remains the most expensive location, not just in Europe but globally. With rents in the West End submarket rising by 30 per cent over the year, total occupancy costs amount to over 2 200 a sq m a year. The West End extended its lead over the second most expensive location in Europe, which this year is Moscow. In 2007, Paris has slipped to the third most expensive location in Europe.</p>
<p>Bulgaria is ranked 52nd among 58 office space markets by Cushman&#038;Wakefield with an annual rental cost of 228 euro a sq m. Elsewhere in Europe, office space is cheaper to rent only in Lithuania, Latvia and Estonia.</p>

<p>Parkridge has expanded in Poland with seven retail centres erected in Warsaw and the same strategy will be followed in Bulgaria, where eight commercial centres are planned to be opened. </p>
<p>Cutts’ strategy is to focus on smaller cities, with a population of 100 000 to 200 000 people, where competition for retail space is limited. </p>
<p>As well as Bulgaria the company has also expressed interest in Russia and Romania, where it will concentrate on industrial space. </p>
<p>John Cutts ranked 229 in the UK&#8217;s rich list. He owns 40 per cent of Parkridge and has a personal fortune of 320 million pounds. Despite this, he is quite unknown outside the industrial and retail sector.</p>
